ASME B31.1 — Power Piping Code

ASME B31.1 governs the design, materials, fabrication, erection, testing, and inspection of power piping systems. It applies to piping found in electric power generating stations, industrial and institutional plants, geothermal heating systems, and central and district heating and cooling systems. When your project involves steam, high-temperature water, or other power-cycle fluids, B31.1 is typically the governing code.

Scope and Application

B31.1 covers piping systems that operate above 15 psig steam or above 160 psig/250°F water. This includes:

  • Steam piping — Main steam, reheat steam, extraction steam, and auxiliary steam systems
  • High-temperature water piping — Boiler feed water, condensate return, and heating systems
  • Fuel piping — Gas and oil supply piping within power plant boundaries
  • Instrument and control piping — Connected to power piping systems
  • Drain and vent piping — From power piping systems

Fabrication Requirements

B31.1 sets specific requirements for how piping is fabricated, including:

  • Material specifications — Listed materials with allowable stress values at temperature
  • Welding qualifications — Per ASME Section IX with additional B31.1 requirements
  • Examination requirements — Visual, radiographic, ultrasonic, magnetic particle, and liquid penetrant examination based on service conditions and joint type
  • Pressure testing — Hydrostatic testing at 1.5 times design pressure, or pneumatic testing with specific safety precautions
  • Heat treatment — Preheat and post-weld heat treatment requirements based on material type and thickness

Chrome-Moly and High-Temperature Materials

Power piping frequently involves chrome-moly alloys — P11, P22, P91, and P92 — which require mandatory preheat, controlled interpass temperatures, and post-weld heat treatment. B31.1 defines the specific requirements for these materials, and fabrication shops must have qualified procedures and experienced welders to handle them properly. Improper heat treatment of chrome-moly piping can lead to premature creep failure in service — a safety issue that codes are designed to prevent.
